As I know all devices should be bootloader unlocked, so you can choose any device, it just doesn't matter, so go for you choice.

That wasn't the case with the Pixel 3 at launch, though. Back then, to get unlockable bootloader, you had to order from Google directly. Is it different now?

After the release of pixel 3a it should be unlockable to all devices, like verizon, best-buy,......, So it should be unlockable.

The bootloader is the low level piece of software on your device that loads the OS (Android) and everything else. It comes locked on every device for security and prevents unauthorized OS code from loading. This is completely separate from being carrier unlocked which allows you to use the device on any cellular carrier. Being able to unlock it and load any OS code has meant purchasing the device directly from Google in the past. Verizon devices for example never allowed the bootloader to be unlocked.
For the OP, since very few people understand the difference between those two things (even Google support), it will likely be a case where people will need to buy the device from B&H to find out.

Since you're so sure this is true, please go help all of the Verizon device owners who post looking to unlock the bootloader. You could start with this recent Pixel 3XL post.
Of course, there is also the history that dates back to at least Nexus 6 days where the Verizon bootloader is locked.
Where people have really gotten bitten, is replacement devices that have come back after repairs with a unlockable bootloader like the Verizon devices have.

This. Verizon Pixel 2 official and any RMA Pixel 2 is not bootloader unlockable. As someone who has been through 4 until Google finally sent me a brand new Google-made Pixel 2, non Verizon, non RMA.
I haven't seen any reason to say Pixel 4 Verizon is easily unlockable.

You have clearly never tried to bootloader unlock a Verizon device or you have some significantly different tools to do so and should share them with the community.
As others have pointed out, plenty of devices across the Pixel generations remain bootloader locked to this day. There are certainly smatterings of success stories with specific firmware versions but these are quickly patched.
There was recently some people that were able to unlock their Verizon Pixel 3a/XL modes after getting Verizon to carrier unlock them. But it has been attributed to a batch of MEID# that were likely incorrectly made available to bootloader unlock. Those people basically won the lottery. It certainly does not signal a change in Verizon's policy.
The best strategy is to have this mentality - if you buy a phone from Verizon (or any Verizon model phone) plan on it being permanently bootloader locked.

I just unlock the bootloader as the given guide and it got unlocked, I didn't done anything to get it unlocked, I just use the guide how to unlock the bootloader and it got unlocked.so I thought it is available for all devices to unlock the bootloader.

On non carrier specific devices, it's easy. On Verizon Google devices, it's rarely possible, and any vulnerability that's found is patched fast.
An authoritative statement like your post was is a problem. It has the potential to confuse the issue for people who come here for information, find an erroneous post and think they can safely buy a carrier device, still getting the bootloader unlocked.
Verizon was always a **** regarding unlocking bootloaders, they still haven't changed unfortunately.

Yes. One does have to wonder what the bootloader unlock situation will look like now that the Pixel will be available from all carriers directly rather than just Verizon. Google still only lists Verizon as the only carrier specific option on their store. We will likely have to wait and see if the other carriers get unlockable bootloaders or not.

Be patient. The XT1607 isn't even on the chart yet about what devices are eligible for unlock. It's the same model as the one sold unlocked by moto and Amazon, so I find it unlikely that it won't eventually get the unlock, but since it's only been out for 4 days now you need to chillax.
I plan to make a rom for cdma as soon as the unlock is possible, but it could be a few weeks/month.

That's okay, it's still being sold direct from moto like the 1607 is as an unlocked cdma phone, so my statement *should* still apply. I think we're going to see a bootloader unlock very soon. Moto is just dragging their feet a little, I mean the stock restore images aren't even available yet for fixing a bricked phone.
As long as we're all patient, I really don't see this being one of the phones that doesn't get an unlock. It's in their best interest at this price point as an unlocked bootloader means some inexperienced users will brick them and since their bootloader is unlocked the warranty is void, which means they'll likely buy another to replace it because, let's face it: what other options are there for cdma, unlocked, under $200USD?

I just got the phone today - the standard, no-ads edition (xt1607). I was able to unlock the bootloader, even though the G4 Play is not listed on the motorola website. Chances are the Verizon version is locked down.
After doing a little research, I found out that the XT1607 will work on all major American carriers including Verizon. The XT1609 looks to be a Verizon prepaid version of this phone.

Did you get the Amazon prime edition with ads? If so, the bootloader isn't unlockable. It was initially on the g4 and g4 plus, but they stopped allowing it back in July or August.

Correct, but Verizon typically doesn't allow bootloader unlocking. A Verizon branded phone probably won't be unlockable.

I'd just contact moto and point out that their chart says the only g4 phones that can't unlock the bootloader are the Amazon prime exclusives, which the Verizon model is not. It certainly should be eligible.

Kind of the wrong place for this question as this thread is about bootloader unlocking (for rooting), not carrier unlocking. I'm interested in any possible answer to this question too (seems like a half way decent budget smartphone to use on AT&T or Cricket) but from what I can gather, Verizon had a recent policy change which prohibits carrier unlocking until one year of ownership has passed. Maybe there is a workaround other than ebay (doesn't seem to be unlock codes for this phone there). Maybe you can try starting a new thread titled something like "Carrier Unlocking For Verizon Moto G4 Play" to get some more traction on this question. Good luck.
Edit: Didn't notice that you posted a couple of posts down saying that you got rid of it. Guess you could care less about unlocking it.

Verizon does not allow bootloader unlocking of their Moto phones.
(The exception being the first Moto X, but it was only sold as a development edition)

I would imagine that all the G4 Plays are the same (hardware wise) and the GSM would be a software thing. I'm just making an assumption based on previous models, but it wouldn't matter much anyway if Moto/Verizon didn't allow anyway around it. Maybe someday someone will unlock one of these and we can test it out. Just a little curious.

You have to buy the Exynos version. I've imported phones in the past to do stuff like that. Got three Motorola phones from other countries, via eBay and other sources -- running them on AT&T, bootloader unlocked. $700 each for the first two.

Everybody who knows anything learned it from an external source. There are that are bootloader locked until the phone is paid off then it is both SIM and bootloader and lot but only for selected phones. Not all but some. The Google Pixel is a good example of that. You can pay it off completely and in x days unlock the bootloader. The OP probably heard something along these lines and wondered if this courtesy was available for its phone. Unfortunately it's not for the T-Mobile variant and maybe others but I don't know about them. I also am waiting for a policy change that maybe we're allowed to get into the phones that we fully own. One last thing everyone is as smart as every teacher allowed them to be.

I never said I need unlock for 1 device. I have access to multiple device that needs unlock if paying someone $1k motivates them why not? Plus you will get the unlock for free without pitching in any money.

Add 2 zeros to that offer and you *might* get lucky.
It will cost less to get an unlocked version of the pixel 4/xl. And take less time as those variants are already bootloader unlock capable and rootable. Many phone companies have unbranded unlocked phones.

I don't need the unlock. I haven't used Verzion in years based largely on their bootloader policies. I am on a service provider that allows OEMs to unlock their phones without any hassles.
I'm just saying that it is one thing to promise $1000 for a bounty and another to actually shell it out to someone that finds an exploit. The average bounty is probably around $10-50 per person (which can add up to some serious money in the end), so having someone offer such a large amount is unusual. Certainly if I was a developer and saw your bounty, I would assume it was bogus. You know the old saying, "If it sounds too good to be true, it usually is." Perhaps I'm just too much of a skeptic.....

First thing which impressed me before buying this device how many custom roms is for Moto G so my primary target - root and custom roms.
It looks very good. I have again my cute Moto wow, i was very surprised, but... First obstacle, no 4G, nevermind.
This device ended with support at android 5.1.1 which also lag and i dont remember it so slow even before in 2016 i remember i had 5.0.2 on it but very smooth, so i think its old device i dont care, i will try some of many custom ROMs from XDA.
Day later after buy i wanted to unlock bootloader. No success and after reading many sites, i tried everything, but i am ended with motorola official page and same message in email from their support.

Sony can be unlocked4ever. I am wondering how long time i can unlock bootloader for all sony devices, sometimes you can buy Sony with not unlockable bootloader but its one from 100 thousand pieces for example.

Sony can be unlocked4ever. I am wondering how long i can unlock bootloader for all sony devices, sometimes you can buy Sony with not unlockable bootloader but its one from 100 thousand pieces for example.
Dont buy this limit from motorola if you wanna root. Never again.

Most older Moto devices were carrier-branded, and have agreements with the carriers that the bootloader would not be eligible for bootloader unlocking.
Although Moto still has these same agreements with carriers, most newer models are available unbranded, which can be bootloader unlocked.
It's certainly possible that the model you had previously was allowed to be bootloader unlocked, and the model you now have never could be unlocked.
The list of supported devices has never been accurate, and many models that can be unlocked have never been on the official list.
You can check the list of CIDs, to see if your model should be eligible for bootloader unlocking, that is pretty clear.
If your CID is on the list as eligible, try the unlocking steps.
Mote, the moto unlocking site is very buggy and many people get a reply that their device can not be unlocked.
if you get this message just keep trying, it should work eventually.

The age of the Motorola smartphone has no relevance whatsoever in regards to official bootloader unlocking support. Unless the device is an ineligible carrier branded model, the bootloader is fully supported for unlocking, regardless of when it was manufactured. As @sd_shadow pointed out, don't purchase a carrier branded Motorola device if you want to unlock and customize your smartphone. Most Sprint (Boost Mobile, Virgin Mobile, Republic Wireless, etc.) and T-Mobile branded Motorola devices are eligible for unlocking per their agreements with Motorola. As a general rule, however, Verizon, AT&T (Cricket) & TracFone (Net10 & StraigjtTalk) branded devices are ineligible for unlocking, per contractual agreements with Motorola. Of course, the safest wager is always a retail/factory unlocked smartphone purchased directly through Motorola or a reputable retailer.
Although this is an older post, perhaps the info will be useful to members not aware of Motorola's unlocking policies regarding certain carrier branded models.
When I bought my Moto E4 I unlocked it through Motorola's website. I was happy with the phone and bought a second one as a backup but didn't unlock it at the time. Both phones were purchased brand new.
I've dropped the first phone which cracked the screen and now I'm trying to setup the second phone. But I've found that Motorola no longer allows this model to be unlocked with an error message on the website:

To verify whether or not the process had changed, I also tried the unlock data for the old phone which previously worked fine but it too now is reported as "not qualifying".
It seems as though Motorola has completely revoked any ability to unlock these phones despite them being fully paid for.
Is there any other way to unlock the bootloader this phone?
Both phones are USA Qualcomm model perry XT1766 which I have verified on the bootloader screen. There should be no issue unlocking these.
The phone I purchased was sold by Boost Mobile. I spoke with Motorola Level III technical support and was told that I can't unlock this phone because it is a carrier phone.
They have changed their policy. This phone was previously unlockable and either by the request of Boost or planned obsolescence by Motorola this phone's bootloader can no longer be unlocked.
I paid for this phone but Motorola has asserted that I don't own it. I can't unlock the phone anymore due to a change of policy. This is disgusting.
