to de-bloat (not much tho) and put your CSC into the package you must retar the firmware package
here i will pressent a sshort tutorial on how to do that:
1) get Total Commander
2) get latest FW for Your Region
3) get http://samsung-updates.com/get/2202/Samsung_Firmware_GT-I9000_HUT_I9000XWJW7_Android_2_3_6.html
4) unpack cache.rfs from FW that is for Your region (point 2)
5) from Samsung_Firmware_GT-I9000_HUT_I9000XWJW7_Android_2_3_6.zip unpack JW7_JV6_JW1.tar
6) enter JW7_JV6_JW1.tar in Total Commander and unpack all files to separate folder
7) copy cache.rfs that You extracted in point 4 and overwrite the one You just unpacked
8) now navigate to window with all files from firmware and new cache.rfs
9) select (they will turn red) all files (using Ins'ert key) and hit ALT+F5 - pick a name of the tar file (must have .tar extension) and hit enter
10) you can now flash your firmware debloated and equiped with your csc (this will not add input languages)
enjoy!
ps. copying just cache.rfs from one to another will fail as for your security whole package got md5 checksum added

[REF] Galaxy S3 RIL+Modem CWM Flashable Collection

I9300 & I9300T running JB Samsung ROMs Only. Official CM uses open source RILs so these Samsung RILs won't be compatible​

Original UpInTheAir's Modem thread with a huge archive of Modems: here So if you need RILs for any specific Modem just ask in this thread
Do not flash these zips on leaked Android 4.2 Samsung ROMs unless you delete the System folder inside the zip using a tool such as WinRAR. Otherwise you will end up with no signal and you may have to re flash your ROM to get the 4.2 RILs back.
XXEMG4 and later Modems will modify your efs partition(where your phone IMEI info is) making older modems incompatible with your phone. In order to use older modems again you must restore an old backup of your efs partition. So make sure to backup your efs partition before you do anything.
RIL+modem package will install the Modem and following 4 system\lib files from the matching ROM :
libril.so
libsec-ril.so
libsecril-client.so (probably not important)
libreference-ril.so
Install it in CWM as any other cwm flashable zip. Backup of your old RILs will create on your sdcard inside the folder "sdcard\OldRILs".
Note: If the MD5 (MD5 value of libsec-ril.so which getRIL app use) are the same that means Samsung packed those modems with same RILs

What is RIL ?
Radio Interface Layer (RIL) is a layer in an operating system which provides an interface to the hardware's radio and modem. So it's practically work between your hardware(modem) & the Android ROM
Will RILs improve my reception?
No. Only modem will have an effect on your reception. But this may improve your network connectivity (such as switching betwenn H & H+.), download Speed & battery life
Is it that important to have matching RILs for my modem ?
Modem and RIL should be fully compatible with each other in order for it to work optimally. If they are not matching, you may not be getting the most out of your modem
What RIL files are changed during different modems and which are important ?
From my findings I think it's libsec-ril.so, libril.so & libreference-ril.so been modified between two different RIL packages. Check the attachment below for the test I did between XXELLA & TDUDLJ2 modems.
I have installed one of your latest release and getRIL app says badeband RIL mismatched or unknown RILs found?
That because getRIL app hasn't update it database to identify the baseband+RILs you installed. So ignore what it says
Known Issues:
TWRP with CM have an issue making backup of your old RILs. So use latest CWM Touch
ROM/Modem releases info: Sampro

yeap go read last 2 - 4 pages you'll see my comments and this is the RIL thread not an another modem thread.
Mhh just installed xxell4 and RIL is still the old one ek***. It somehow did not update the RIL and did not create backup of my old ones.

That because XXELKC, BUELK1, XXELL4 RILs are the same even though I extracted them from different firmwares.. I'm guessing you checked it with getRIL app ? getRIL app hasn't updated it database for ELL4 modem yet. It was giving the same "doesn't match error" to BUELK1 few days back
Update: Added MD5 value for all the RILs so you can compare which RILs are the same
finally 4.1.2 modems!

i know, the MD5s match fine even though it's saying not matching. that should be fine i hope.
latest XXELLA RILs+Modem added to OP. It's the same RILs as the last 3 so getRIL app will tell you that you got ELKC RILs.
in other words we ignore the fact that getRIL gives a mismatch? so long as the MD5s match we're all good.

no, the MD5 you listed is for the entire zip file. the MD5 listed in the OP is for the RIL only.
extract libsec-ril.so and run it through an MD5 checker and they'll match up.

what i posted is the MD5 of libsec-ril.so which is inside the zip... I posted the MD5 so people would stop asking why GetRIL app says its ELKC RILs... you'll see that last 4 have the same MD5...so the file you downloaded is fine and its supposed to be 0ef02ba947d75a876dec1dc77eac28d2 ..just install it in cwm. If it is corrupted you cant install
