Try deleting your Google account and then re-add it

Then I Opened My Play Store App And Setup my Google Account And It Started To Deliver Mails ,Then Play Store Constantly Showed No Connection Retry, I Checked Automatic Date And Time And It's Okay , Cleared Play Store App Data , Removed Google Account And Signed In , And I Even Did A Factory Reset Then Also It Is Not Working Please Help Me I Need Play Store Very Much.
If you can access the web through chrome, then your wifi is fine. If you use a PPPoE (always on) broadband connection, change it to bridged. It should work then.
Problem Solved:
Use Mobile Data For Few Minutes And Keep On Pressing Retry, Then It will Show Terms and Conditions Press Accept, Then It Will Never Show No Connection Again When Using WiFi.

Or just simply set date and clock manually and then set back to auto. https connections don't work with invalid date/time.
I am having a problem connecting to google play services when my phone is using the mobile data connection (3G).
I am using the orange signal bars in the quick settings panel to indicate that it has no connect to the services. I have also downloaded this app that also confirms that there is no connection.
When I enable WIFI it connects straight away.
If I enable WIFI hot spot mode on my phone and get a friend to connect to my hot spot, they are able to connect to google play services fine.
Periodically it will connect to the services but 95% it wont.
I am currently running PA RC2 but have flashed stock 4.4, 4.4.2, 4.4.3 and 4.4.4 and the problem is the same.
Any Ideas?
Cant connect after some time to gps via wifi. Data works... Any1 know solution?

From the title, I assume it's Play store problem (can't connect via WIFI).
But from your description, I assume you can't lock GPS signal if your WIFI's turned ON.
Tell us more, what's your device model (3G/4G), your current ROM, etc.
WiFi issue. All other apks are working great, except GPS - Google Play Store, sorry, i didn't notice that short is gps :/ real gps working great, just play store is having issues... I use official developer ROM for 4g 1sim
It worked great via WiFi, but after some time is just stops... Only way to download something from play store is data connection... You can see from the pic above that WiFi is on, but faded, don't know why... And only play store is not working via WiFi.
Backup then flash a stable rom.
Anything weird could happen with a dev rom.

I ran into this issue two days ago. I am unable to connect to Play Store using Wifi over Note 4 and S4.
Play Store works using Mobile data (Virgin Media) for both devices. I can use internet as normal using wifi but Play Store doesn't work over Wifi. So far i have tried this;
1- Clear Cache and Data for Play Store.
2-Cleared Cache for Google Play Services and framework.
3- Wipe Cache and Dalvik Cache via Recovery
4-Flashed two different roms (Simplerom and BoBCat Rom)
5- installed latest Play Store apk
6- Change time and Date from Automatic to Manual.
7- Turned Plane mode, turned Wifi on Rebooted Phone then Opened Play Store.
8- Change Channels on Wifi router and restarted Modem etc
After all this still no success.
Spoke to ISP providers (Virgin Media), I have Superhub 2 which has wifi 2g and 5g and Belkin Router. I have tried both no Success.
Virgin were convinced that it was Note 4, after telling them that its the same on S4, they are looking into it. I asked them if equipment is faulty. They said internet works only Playstore is the problem, no need to change the equipment.
I have tried everything not sure what else I can do. Any Suggestions?
That's very strange.
If it had been just one device, I would have suggested a firewall on the device might be blocking the WiFi connection to GP, but allowing cellular data to pass.
Can you gain access to the Google account that's associated with GP via WiFi?
The only other suggestion I can make is create a Nandroid backup in Recovery.
Factory reset the device and check you can access GP.
Then restore or decide to start again, depending on the result.
Over Wifi GP doesn't connect using mobile browser. I did factory reset also still no sucess. I can access GP using PC. Its only when I am using wifi when i get time out error.
