Have you looked in the the Development section or the original development section to see if any of the ROMs in there fit your needs? There are also a couple of index threads in the General section that list the ROMs in certain classifications to make it easy for you.

Told you to wait it might not be what you wanted but it's an answer

It's my understanding that AT&T blocks native video calling, at least that's what I was told when I asked about this same issue.
Basically just use Skype or another video chat app.

There is a Mod out there to enable video chat on Stock ROMs (for Google Hangouts or chats or whatever it is called now), a search would probably turn it up. AT&T is supposed to enable it on all Android phones by the end of the year...if they keep their promise.

I think OP was asking about native video calling. As in open the dialer, dial the number and hit video call. The phone can do it, AT&T still has it blocked. Again, I'm repeating what I was told about this same topic.

Blocked yet daily I see a damn commercial for the s4 with a brother and sister using it as the younger brother enters high school for 1st time . advertising it but blocking it? Wtf is that? Every time the commercial shows I have to hear my damn wife bugging me why our S4s won't do it. This is why I'm asking. Lol

Apple probably patented it and is suing the piss out of everyone who wants to use it.

Face time is advertised all over that it is for Apple, that is why I was surprised that someone would think it was for Android.

Yep. Works great on my Evo and xoom
FaceTime is a joke.
Just use Tango (etc.). Cross platform for iOS/Android on 3G and WiFi.
I call face time " face f*&# "

where did you get the .apk for Oovoo? I've used it for years and always found it better than Skype but couldn't find it for the Xoom. All my family uses Oovoo so I would love to be able to chat with them on the go with this thing.

Fring crashes on the Xoom... too bad.
The fact that google does not include a more obvious video chat is ridiculous.

I had loaded it on my vibrant yesterday.
Overall I was surprised how well it ran honestly.
The things that I noticed that didn't work:
call,
wifi,
my gps didn't work,
I did not notice any sort of data activity.
Time and date where off a bit for me.
Sound did not work.
Just about every app force closed too.
Home, menu, and back button where working for me, search didnt tho.
Music Player did work technically (minus the lack of sound) - when changing songs or menus inside the player, a red border would flash around the outside of the screen.
and turning the phone off just caused it to reboot, had to pull the battery eventually.

got a email from sprint about the new Qik

and thought i should share
I'll copy and paste everything cause im lazy
Cool New App
You probably heard the big news, but Qik was acquired by Skype earlier this year. And we’ve been working hard to release our latest rev, adding some great new features. Now you should be able to enjoy live video chat with everyone you know while you’re on the go—even your friends who use iPhones. Yep. That’s right. The new & improved version of Qik Video by Sprint* enables Sprint EVO users to video chat live with anyone who uses an iPhone or Android over 3G, 4G* and WiFi. Plus, you can still instantly record and share videos with your Facebook friends, Twitter followers, on YouTube and more.
*If you have anything other than Qik Video by Sprint, including multiple apps, delete it/them.
**iOS devices do not currently utilize a 4G network.
Save Video & Update Now!
Qik! Follow these steps so you can see what (and who) you're missing!
Save your videos!
Check to see what version of Qik you've got.
IMPORTANT: If you have Qik Video Connect-or anything other than Qik Video by Sprint, even multiple apps-hit DELETE! (It's the ONLY way you'll be able to enjoy all Qik Video by Sprint has to offer!)
Download Qik Video by Sprint!
Check and update your HTV EVO software, too.
Brand New Policies
And because we’re now Skype, we have some new policies in place and our Terms of Use and Privacy Policy have both changed. Effective immediately, the Skype Terms of Use will govern your use of Qik’s software, products and websites and your personal information will be processed in accordance with the Skype Privacy Policy. No action is necessary if you agree with these changes. But if you don’t, you’ll want to review your termination rights in Section 11 of our Terms of Use.
Thank you! We appreciate your support. Keep Qik'king!
LOL @ Qik'king

Yeah that's weird but that app is actually useful though.
Got the same email, but my work area has little 3G coverage and usually roaming. Tried videochat when it first came out and kept dropping off calls. If the coverage was better in my area I'd prolly use this more often.

I agree, despite the name I use tikl all the time. One of the most used / longest used apps on my phone. It great that it works on all android and iphones no matter what the network. The developer is constantly improving it also. Not sure why there is not pay/donate/adfree version.

That's the next update that's in the wings for our phones. This has some new code for Bluetooth and maybe other things I am not familiar with. But with this update alone, I highly doubt tmo will "add" wifi-calling to the N4 or even ever. If they intended it, they would have installed it on the Tmo version/sold by of the N4.
Right, but is it that integrated of an app that someone cannot port it into a custom rom, from a t-mobile phone on jellybean that has wifi-calling?

I don't know the semantics but the gist is not just an apk. I think it intertwines with framework and that's a lot of shifting through code to bring one app to light. I mean there's a thread created with a reward of like over $1,400 to "port" it. lol

Yeah I believe for ICS it still was an app, and easier to work with. But I did notice that in Jellybean it's no longer in app form, and it seems to be tied into the updated sim cards they are running and I guess, more "baked" into the framework itself.
You would think they would come out with a stand-alone app for ppl without actual T-mobile branded phones..

To block your number on VZW you have to enable the service on your account. I believe it's under your plan or something. After you enable it your number will be blocked from caller id. If you want it to show, you will have to hit *82 then area code then number.

My bad. I haven't found any setting either. Might have to use a 3rd party app for that. The only thing I can say is that if you have the number stored in your contacts, you can select ' go straight to voicemail'. I do know that some ROMs have that feature, like CM.
