[Q] "Google Wallet account on hold." Am I in trouble? - Nexus 4 Q&A, Help & Troubleshooting

I live in Belgium and we don't have the full play store, only apps. But I managed to buy a Nexus 4 in November through a VPN with a credit card and an American adress of a service that will ship US items to Belgium or the Netherlands.
Before that I also bought stuff like magazines, movies, music through VPN, both from UK and US play store. Never had any problems! Just used my creditcard and a random UK or US adress when I wanted to buy something from the US/UK play Store. Haven't bought a whole lot though.
But since a few days ago now when I want to buy something from whatever store Belgium/UK/US my payment can not be authorized and the orders get cancelled.
When I go to Wallet and check the the transactions it now says:
Google has cancelled your order. You won't be charged.
Reason: Other (describe below)
Comments from Google: "We have cancelled your order because your account is on hold."
My account is on hold... Buying things from foreign play stores while not living there is illegal or fraude and now it seems my account is up for review I guess. Am I in trouble? Legally? Is there something google can do?

Are you sure its not your credit card account that is on hold? Imho youre not in trouble with google, they cancelled your order. It never was charged.

They were charged and cancelled right after. My card works and is active.

Uh oh, just had this happen to me too. Same circumstance, VPN to access US play store outside US. Was even able to buy bumper from the play store. Today, tried buying swift key and got cancelled. Twice. Haven't gotten refunds yet.

Others had mentioned the same thing when trying to buy their phone when the credit card address did not match up to the shipping address. IIRC, one person fixed the issue quickly by changing their credit card address through that credit card company to their desired shipping address and the order went through.

Yeah, heard this as well, although for my case, both shipping and billing address are the same. I also previously received error messages, but those said payment declined, which I would assume is what would happen if the addresses don't match. But now, it says my account is on hold. I've even read people being asked to verify their accounts with passport and drivers licenses but I have not received any similar notification.

Just make a new account? I'm from Israel and I bought 2 Nexus 4 from US play store by simply making new google account with my own credit card and account details of a friend in the US which also received the items.

I think making a new account is out of the question as many would have already spent quite a bit of money on apps and other stuff on their current accounts.
Anyway, I'm also in the same boat here. Problem started early February for me. Last night, somehow I could actually purchase the Google play credit (where previously I couldn't), but somehow even with that, I could not buy any apps!

$25 Credit?

Quick question -- I've preordered a Nexus 7 16gb and i wanted to use the $25 to grab some tablet apps on my Nook while i wait for it. Only issue is, the credit isn't showing up in my payment options...
Do you get the credit upon ordering, or is that when you activate it?
it looks like you get the credit once the new device is activated. at least, that's how it looked from the google videos.

We get Transfomers: Dark of the Moon, The Bourne Dominon (book), and a couple magazines. Plus the $25 credit, of course.

Is everybody who buys this tablet now or in the store getting 25$ giftcard and films or just the one who are pre-ordering it in Google Play Store?

It says for a limited time, so I assume just those who are pre-ordering. Or the first round of pre-orders, who knows.
I do think it is good the credit/movies and all that will just come on the device. Easiest way to do it.
Strategy
In their developer conference they said that it is new strategy to customers buy more products in Google Play, but he did not say if all tablets have that 25$ gift

When I ordered mine (Canada), it did showed credit being applicable. Anyways, with the amount of taxes we pay - I guess Google hand out pro-rated credits

I'm gonna go out on a limb and say the free credit will show up once your card has been placed and the order shipped and it probably applies to apps or media. The free book, movie and magazines will probably only be accessible if you log into google play from the US or Canada, The UK or Australia the only places where legit pre-orders are available right now.
If you pre-order one and you log in for the first time outside of those countries, you will not be able to access that part of the play store and download the free media. I may be wrong and it all comes pre-loaded but I have a feeling otherwise, I guess we will have to wait and see.

One for my wife and one for someone else, I ordered it while logged into my google account and unticked the option that said to register the devices to me (as obviously my wife and friend have their own google accounts).
So how will it know to assign the credit to them, is this built into the tablet rather than via the store? Sorry I'm a bit confused and don't want to lose out on the £30 total credit.

Perhaps a card is given in the packaging with a number similar to a credit card number and when you go to input a credit card you type in this number so you can pay with it like that; and then perhaps you can choose between using a credit card or using the gift card.
Credit is given when the actual device is activated.
Credit goes to the Google account used for that activation.

Do you see your pre-order in Google Wallet?

I don't see my pre-order in my Google Wallet account. I see things I've ordered before and after, but I dont see the actual Nexus 7. My CC has not been charged yet and I have not gotten a shipping notification either. Does the wallet only show completed actions? I did receive a confirmation email from Google about my preorder though.

i ordered my first nexus end of last month . i got confirmation email of pre order.
I ordered a second one yesterday morning about 10 am est.. It went right to my google wallet and charged my Bank account. This morning its pending to be cleared on my bank tonight .Well it will be Monday. So im guessing my second tablet will be shipped out Monday if not already . No confirmation about shipping. NO WORD on shipping or Payment taken out on the one i ordered first ..
not sure if this helps your question or not. But Google is not taking priority to those who ordered first is what this tells me.

I'm not really concerned about when I get it. I'm more concerned that the order is actually in the system. The confirmation e-mail after the pre-order gave me a link to my wallet account where I could see the order but when i click it the nexus 7 is not on the account.
If I were you I would call Google wallet. Sounds like it did not go thru. My Google wallet shows the order charged from Google play
I ordered one at 2am this morning and it shows in my Wallet account as well as a pending charge from my bank. No shipping info or anything though, just the initial order email.
Just wanted to reply back. The order is back in my wallet. No charge on my cc, no confirmation email either. I know I said I'm not too concerned on when I get it, but it would be nice to have some sort of status updates. Not to happy with the Google Play check out experience...no tracking number...really?

I want to buy the 16gb model but Google won't let me order online so I was thinking about buying it from a local retailer. Will I still get the $25 credit if I buy it from GameStop or Walmart?

Yep, i bought mine at local Gamestop recently and upon adding your Gmail account when configuring it for first-time use, Google will add $25 to your G Play account.
In canada futureshop and bestbuy has this msg:
Includes $25 of credit to the Google Play store, for a limited time only!*
when I click on it ,it says:

I've got a personal and a work account on my phone and can use either to purchase apps.
Just curious: are non-play store buyers also getting the $10 google wallet credit? If you don't know what I'm talking about, add a prepaid card in wallet and see what happens.

Need help ordering the phone?

Okay so I'm from India and I can't order the phone through the Google Play Store since Google doesn't accept Indian credit cards.
Now I need the phone delivered to Florida, USA to a friend who will be getting it back for me. I can't use Swappa since everyone insists on my PayPal verified address matching my shipping address, which it obviously can't since my PayPal address is my Indian address.
So what are my remaining options? I can't ask him to order it for me. I need to order it myself from here using my Indian credit card and my PayPal account that has my Indian CC and my Indian address linked to it.
AFAIK even most eBay sellers insist on the two addresses matching. Is that so? I've contacted a few sellers but they haven't responded.
Any ideas?

Can your friend buy it for you since he's in the U.S? You can pay him back later. Or wire him the money and he can get the phone?

The problem is that wiring the money costs me about 15% of the total amount, which is ridiculously high.
Also I'd like the phone to be in my name for future uses.

How can I buy Nexus 6P?

You could try eBay
Short of knowing someone in the areas that it is available that can buy one for you ebay or swappa would be your best bet. Depending on how tight supply is they will likely fetch a premium.
I ordered my N5 from Germany Play Store via mailboxde.com back in the days. Worked nicely.
I live in Bahrain (middle east) and i ordered mine from the us play store. It will arrive at my virtual address with comGateway.com,which will then get forwarded to me. Steps you need to take to be able to do this:
1. You need a US google account. To do that, use vpn and then enter your credit card details with a US billing address in your play store account (Google store payment system does not seem to authenticate billing address). Take a 1 month trial of google music unlimited, and now even without vpn, your account will remain a US account.
2. Open an account with comGateway(or any other package forwarding site, i use this one because it's in a zero tax state) and you will get a virtual address in the US.
3. Go to Google store and order your phone to be delivered to your US address.
If step 1 doesn't work for you, comGateway has a "buy for me" service where they will buy the phone for you and charge you 10% extra. Alternatively, there are websites which can give you a virtual US credit card, but I'm not sure if that will work in the google store.

They are not accepting non-US credit cards. I tried there first as it was working out to be a little cheaper.
I want this phone, or the 5X, too. I'm, too from Croatia.
The only web shop I found so far that delivers here is Expansys.si (or whichever EU country Explansys operates in). There's no list price yet.
Anyways, I'm not keen of using these virtual address forwarding services, so I'd like to know if anyone else found a EU online store that will eventually sell the phone(s)?
yupyup, preordered mine from carphone warehouse in the UK, its only 440£ (around 596€, so 54€ cheaper than the official price here in germany will be). they only offer the 32gb versions in aluminum and graphite and only ship to UK mainland adresses, so i used borderlinx
another nice thing to note: quoted delivery date is oct 22nd

I truly hope you do get it that early, but it sounds too good to be true. carphone won't be getting them any sooner than the actual play store.
Again, I hope I'm wrong, but I wouldn't hold your breathe on that date.

Yes, it should. I use Shipito to get some items to Australia. They're very good and reasonably priced. You just need to make sure that your location is on the list of places that they deliver to.

I guess that's probably due to having a foreign credit card. I guess if I decide to buy this phone I'll have to get one of my American friends to purchase it on my behalf.
For all Europeans I would actually suggest odrering in UK and not USA. US version has dofferent LTE bands which will influence LTE availability during usage.
