it turns out 9.6.4.0.OEDMIFD is a real global rom with a broken modem.
just update to newer releases that might fix the issue.
You cant just flash the global rom over an Antirollback rom as the global rom doesnt have Antirollback. (it will brick your device)

I suggest flashing the latest china beta rom using fastboot mode
MAKE SURE THAT YOUR BOOTLOADER IS UNLOCKED

Why do you need to flash both the china beta rom and the xiaomi.eu rom?
The flashing of xiaomi.eu does not delete everything previously installed anyway?

Fastboot china rom will wipe all partitions and reinstall them.
Xiaomi.eu recovery rom only changes the SYSTEM partition, remember you are coming from a fake rom so you might not want to have broken partitions from the flashing of the fake rom.

My Max 3 comes with this so-called "Global" ROM.
I checked my bootloader and it says Unlocked. So yesterday I downloaded CN ROM and flashed it via fastboot.

MAKE SURE THAT YOUR BOOTLOADER IS UNLOCKED BEFORE DOING THIS OR YOU WILL BRICK YOUR DEVICE
Fastboot roms are flashed through a special tool by xiaomi which can be found: here
You also might need adb drivers which are found: here
1. Open the drivers file and click "y" for every option that it asks for.
1. Install the fastboot tool tool
2. Download the fastboot rom that you wanna flash
3. Unzip the rom to a folder on your pc
4. Open the tool and in bottom right corner there will be 3 options, select "clean all"
5. Click on the "select" button on top left corner and head to the folder that you unziped, select it.
6. On your device enable "USB debugging", "install via USB", "USB Debugging (security settings)", and disable "verify apps over USB" (Developers options are enabled by going to "about phone" then spam clicking the "MIUI version" until it says that your are a developer. then go to "additional setting" and you will find "developer options")
7. Boot your device to fastboot mode by holding down the vol- + power key together until you see a bunny with fastboot sign.
8. Connect your device to your PC and click the "refresh" button on top right corner. (your phone should now appear in the list)
9. Click "flash" and wait until your device boots to the MI logo and 3 dots. (DONT DISCONNECT YOUR DEVICE BEFORE THAT!!!)
10. Wait for your device to boot up
11. Enjoy!

Hi, So if I buy with China ROM (Outside China - I live in Thailand) I can download and change to Global ROM once it's released?
China ROM will still get updates, though right?

Also you state that for the people to put on the fake ROM they had to unlock the bootloader in the first place so would they then relock the bootloader? Won't all phones with fake ROMs have unlocked bootloaders?

Check if you can install twrp, if you can its unlocked.

1) In simple step by step guide, how do you install TWRP on the Mi Max 3?
2). How do you unlock the bootloader - I go to https://en.miui.com/unlock/ and it starts in English then the next page is in Mandarin so not good to me.

2. You need to create a mi account on global forums and then use them to apply, assign the account to your phone in developer settings and unlock your phone after you got perms. search for a vid on how to unlock the bootloader on xiaomi devices on YT for a better guide.

I checked this video on youtube for checking 'locked bootloader' and also how to unlock.

I did not need to unlock becasue as I rightly guessed the bootloader is still unlocked. (pic attached). This is on both the Mi Max 3's that I have.
So I'll just start the process of flashing the Chinese ROM (to make sure of partition integrity) via Fastboot and then installing TWRP, and then flash the Xiaomi.eu ROM.

OK omer919, thanks to you I have flashed the Chinese MUI10 Fastboot ROM.
Unfortunately the link to the TWRP instructions is not good at the moment as the TWRP link in that thread is not working and the thread is now closed.
Do you (or anyone else) have a working link to TWRP for Mi Max 3 so I can install the Xiaomi.eu ROM?

I didn't see any mention of it on the MIUI forum, and I'd much prefer to linger here than there.
I think you will not get good support, because for that price you can get a MI5, with Snapdragon 820. The other thing is xiaomi need a snapdragon version for India, like by the redmi note 3.

Its not hard, you just need to go to "en . miui .com /unlock" and follow instructions.
When your phone is unlocked you can install TWRP with fastboot and then install custom ROMs or root.

Yes You Can But You Need To Follow This 1st Because if you just flash On A Or C FlyMe It Will Brick You Phone
1. Enable root or make sure you have root privileges
Enable root by tapping on Settings-> Accounts-> My Flyme-> Personal settings (first option) -> System privileges and set it to open - accept disclaimer and confirm. (In Flyme 5.x system privileges is underfingerprint and security*).
2. Download and copy the correct chid. sh file to your phone ( copy to root of your device).

3. (Download and) Launch an Android Shell Terminal Emulator and type the following commands

Now you should be able to install I (global) firmware the regular way, which means via an update.zip and the original Meizu recovery. After applying OTA

NOTED: YOU ONLY CAN FLASH THE SAME FRIMWARE mean If your phonr on FLYME OS 5.1.9.0C/A, PLS FLASH FLYME OS 5.1.9.0G, 1st THEN YOU CAN FLASH THE HIGHER FRIMWARE.

Q version more easy, just download A version firmware then flash over it that all.
I want to ask if the china telecom version(M571C) is ok or not to flash the cm rom of moyster. As I have noticed that the method of unlocking bootloader of that is not the same as the the M571U or other and there is no TWRP for it yet.

Recently, I go through this forum and found there are many custom roms ready for this Le Pro3 phone. After consider the hardware specification and cost, finally I procured Le Pro3 (x720) phone.
However, when I received this phone, I found the latest EUI already installed (EUI 5.9.026s). When I go through the instructions provided by XDA forum, I found there almost no way to unlock the bootloader of this phone if this came with EUI 5.9.026s.
Can someone tell me if there is a way to unlock this bootloader if this phone is came with EUI 5.9.026s? If not, can I still can refresh my phone with some custom roms (like Omni rom on lineage OS?)

I have no trouble with my x720, first time flashed customs on 20s, but few days ago returned from stock 26s to custom. Can't you unlock your phone?
No luck on unlock.
I believe you already installed TWRP before upgrade to 26s, so you can falsh back to previous version.
Have you official ROM and followed the unlock guide?
I follow the unlock Guide but no luck. I go through few discussion in XDA forum, seems some major changes in OS permission settings on 26s rom
Maybe flash 23s, wipe then try?
I cannot try it, but maybe it's possible to fool the update system. By modifying the update script of a 23s OTA file you can bypass the check for rom and modem version, then the system will execute a "downgrade" from 26s to 23s. This theorically, I can't try if it really works but the right path can be this! Cheers!

I did downgrades from 20s to 18s and from 23s to 20s... Seems buggy, but after wipes worked perfectly.

I tested qfil by following the thread here to flash the previous rom but no luck, when I use qfil, I am quite sure the phone is connected ( I can see the com port), the process started(rom are unzipping), but when the system try to write on the disk, the process failed. I wonder if there are any permission/encryption settings applied on the partition of 26s rom, and not sure if I can downgrade due to partition permission.
BTW, where can I download 23s rom? and how to modify the script to prevent version check? thanks

Where to download this file? and the file should place on main folder but not root folder, right?
Just flash it, without changing version checking. You can take it from LeEco website;

the problems have been fixed.
Actually, I follow the unlock guide here, the problems was on this bootloader unlock guide but not on the phone itself.

installation is ok on my command
BUT when i reboot my phone in recovery mode, that not TWRP but the official recovery ...

Follow these exact steps: after flashing recovery plug off your usb cable while still in fastboot, then long press Power + Vol-Up until you see the Redmi logo.

No, you can't, because the locked bootloader will detect which ROM is installed, so if a different ROM is installed with locked bootloader, it will only boot into the recovery and show "This MIUI version can't be installed on this device" error, then you will need to unlock the bootloader again.
Edit: According to @Eam31961, you can relock the bootloader with a different region of ROM installed on M3. I have also tried it, it works.

To use it with unlocked bootloader, you can install Magisk, and make sure to use Magisk hide, and also hide the Magisk manager with a random pacakge name in Magisk's settings.

NO, you can't, because the locked bootloader will detect which ROM is installed, so if a different ROM is installed with locked bootloader, it will only boot into the recovery and show "This MIUI version can't be installed on this device" error, then you will need to unlock the bootloader again.
To use it with unlocked bootloader, you can install Magisk, and make sure to use Magisk hide, and also hide the Magisk manager with a random pacakge name in Magisk's settings.

For me is different from your experience may be. My POCO M3 default ROM was JFEUXM which means EU Global Version then I switched to JFIDXM for Indonesian ROM with features of AutoCall Recording and Mi Message and bootloader reLocked and now it's Locked. With no problem.

Maybe POCO M3 is different, I didn't test a different region ROM on it.

Okay, bro, I got you. I read from another forum that accordingly, China ROM can't be re-lock to other Region ROM but you can revert back to China ROM and re-lock it.
I have now installed the Taiwan ROM (QJFTWXM) on my M3 which came with a global ROM (QJFMIXM), yes it works, I chose the option clean all and lock.
Now with the Taiwan ROM, I have MIUI dialer and message apps, call recording also works, and it does not have any issues.
