6. After the download is completed, your device automatically installs the upgrade package.
7. After the upgrade is successful, your device automatically counts down and enters the software system. Voila! Your device works now.

What is the [Police Virus]
First of all this Virus is NOT comming from the police itself it is from a Group of hackers and they are trying to steal money by hacking and locking your PC, The police virus is a Virus you can't get away by just turning of your Pc, because it locks your whole PC.
The virus can just pop-up when you are browsing or downloading or whatever else.
The most common reasons are:

Downloading from a non trusted website

How To remove the Police Virus?
There are 3 simple ways to do this i am gonna explain these to you!
Method 1
You must have MalwareBytes on your PC before you can Use this method
If you get the virus your screen should look like this:
Step 1)
Turn of your Computer by holding down the power button!
Step 2)
turn it back on and it should say that windows wasn't shut down correctly that is true you can choose now from a diffrent options (Choose Safe mode with networking)
Step 3)
after you have choosen that you get the normal windows 7 desktop now open malwarebytes!
Step 4)
After Malwarebytes has opened choose for Quick scan and let the program do it's work.
Step 5)
after the scan has completed it should have find 1 Trojan horse virus (That is the Police Virus) you can choose to remove that in the program (Do That) and reboot the pc.
Step 6)
after the pc is rebooted Log in to your PC and the virus is Gone!
Method 2
You must have 2 or more users on your PC to do this!
If you get the virus your screen should look like this:
Step 1)
Click on Ctrl+Alt+Del on your keyboard and choose Log off! after you have been logged out choose a other user from your PC and log in!
Step 2)
This user is not infected by the virus because it only infects the user who was signed in at the moment.
Step 3)
Open your browser and download malwarebytes and let it do the same Quick scan as by Method 1.
Step 4)
now if the scan has completed you can remove the Trojan horse virus in the program (Do That!) And reboot!)
Step 5)
Now after the pc is rebooted log in to the infected account and the Virus is Gone!
Method 3
Step 1)
Restart your computer, and then press and hold F8 during the initial startup to start your computer in safe mode with a Command prompt.
Note: With some computers, if you press and hold a key as the computer is booting you will get a stuck key message. If this occurs, instead of pressing and holding the “F8 key”, tap the “F8 key” continuously until you get the Advanced Boot Options screen.
Use the arrow keys to select the Safe mode with a Command prompt option
Step 2)
At the command prompt, type cd restore, and then press ENTER.
Next,we will type rstrui.exe , and then press ENTER
Step 3)
The System Restore window will start and you’ll need to select a restore point previous to this infection.
Step 4)
5.After System Restore has completed its task,you should be able to boot in Windows normal mode,from there you’ll need to perform a system scan with Malwarebytes Anti-Malware to remove the malicious files from your computer.

It's not really big problem. Simple way is TOTAL reset phone by KDZ Updater.
I will give You link to MEGA Cloud (it's a name of this ) with my ZIP which contains KDZ Updater and V10F_00.kdz file.
To reset Your phone by KDZ:
FIRST: Open KDZ Updater after decompress ZIP file.

SECOND: After the program is opened, select following options:
a) "3GQCT" in "Type" should be selected.
b) "DIAG" in "PhoneMode",
c) Browse Your KDZ file...
d) ...and path to this file will appear in this place...
...AND WAIT.
Now You should do something with Your phone.
(I)Turn it on, BUT...
...You must click and HOLD 2a, 2b and 1. I'm sorry, I changed the sequence of steps in the picture.
(II) Screen should turn on and show text "Emergency Mode!" on yellow background.
(III) Now plug LG to computer.
(IV) It probably won't recognize Your phone, You have to don't care about it, BUT Windows (because I think You have Windows ) must play sound for plugging USB. Then You can click "Launch software update" in KDZ Updater.
After all Your phone will reboot itself.
And DONE!
PS If LG will not repair, try to change "PhoneMode" to "EMERGENCY" or "CS_EMERGENCY".

If you want someone help you, you should be more specific. What did you do? or what had your tried? and what was your result?
I mean, I suppose you use a Windows PC (problems and solutions change with different OS). I suppose you rooted your device... Have you install a custom recovery? Have you tried accessing to recovery mode?
I think emergency mode and download mode is the same (Emergency download mode)
You can boot with a hardware buttons combination or with a command from the PC via USB (Of course, you could use last one with some conditions.)
The hardware buttons combination is different for Emergency/download mode and recovery mode
Restart in Recovery mode by pressing, Power Button + Volume Down + Menu button

Few months ago I have tried to upgrade it using LG_KDZ_FW-Update.
I have started to look for the best software for me and after a long time I found software which include root and CWM Recovery… wow.
Instalation wasn’t completed successfuly. From this time I can run my device only in Emergency Mode. No matter if I connect it to the USB, battery charger or just press button to turn it on.

I’m trying to do it this way:
• Download and install drivers [LGMobileDriver_WHQL_Ver_4.0.3]
• Download and install update tool [LG_KDZ_FW-Update_OfflineFix]
• Download software [V20A_00.kdz]
(I’m working on Lenovo G510 with Windows 10 installed)
• Change hosts file [C:\Windows\system32\drivers\etc] by adding at the end:
127.0.0.1 csmg.lgmobile.com
• Install B2CApp [setup file is inside LG KDZ FW Uptede Toll folder]
• Then I’m opening Automatic Offline Procedure script.
• Few windows appears on my screen. At this time I have Windows Enabler On and Small Server is running.
• After that script starts R&D test toll, I set Phone Mode [Emergency], select my .kdz file and
press Normal Web upgrade test, then on next window Upgrade Start.
• Afterward I clear Software Update Registry, select my language and press on OK.
• Phone Update window appears. Analysis done, download as well, but update stops at 4%.
According to the instruction I disconnect mobile, remove battery and connect it again with pressing Vol- (In order to enter Emergency Mode I guess. I’m lucky guy, I haven’t to press anything, my phone always turn on into Emergency)
• No change after clicking restart. 4% is everything I can get.

I want to show u how to upgade your LG G3s/beat to adroid 7.1.1 lineage OS.
It has taken me some time to find and to gather all needed files but i was succesfull
So I had my lg running on android 5.1 Lollipop but I had problem cause my device was blocked by operator. So first of all we need to
root the device (when u have your device rooted just simply skip this step)
Step 1: rooting the device (working for all devices)
All you need to do is just simply download and install Kingroot -- https://kingroot.net/
then you hit the root button it will take just a while to root your device
note- i really dont like this chinese rooting program but it is the only way to root operator-blocked device !
Step 2: installing custom recovery
download and istall TWRP recovery -- https://ulozto.sk/!lisJevpDG1oS/recovery-d722l-apk
hit the install recovery button
now read CAREFULLY- when you want to enter the recovery turn off the device, when the device is turned off now hit the
volume DOWN and power button at the same time wait for LG logo appears release the press buttons and press them again untill the factory reset option appears, now when you have correctly installed recovery just press YES delete all data (2times)
(move with up and down keys and select with power button)

Step 3: okay now you are in recovery
hit the WIPE button first you need to SWIPE to FACTORY RESET (this will erase all of your data so before doing that backup your data when you want) then hit advaced wipe select all files apart from SD card (unless u want to wipe ur SD card data )
and swipe to wipe
Step 4: installing OS

copy the OS . zip file to your SD
now hit the istall button in recovery and select OS
now wait untill installing is finished
now hit the reboot button in recovery and select reboot to SYSTEM first booting may take a while
NOW you have OS installed and you are runnning clear OS without any s*it APPS
Step 5: go to --settings and allow developer options, select allow root acess but OOPS what u see. U can only allow root acess
on ADB not apps so u need to root device. Its very simple

now reboot into recovery and install this zip go to setting--developer and now select ADB and APPS root option
and WOALAA you are rooted
NOTE: if you have problems entering the SD card in the file exporer just simply reboot into recovery open file manager in
advanced option in recovery and delete Android secure folder in your SD card
First time when you open the camera hit on the video button and app will force close.This will happen only once dont be afraid.
Now reopen the camera and enjoy!
