Yes. After much research and trial and error I have dark settings and black themed framework on stock OF1.
Install Layers Manager
and install Layers Showcase through that app.
1. Go here and download the Settings-D-Black.apk and the 3Dot-TW.zip
2. Copy APK to /vendor/overlay folder-> change permission to 755/rwx-rw-rw
3. Flash 3Dot-TW.zip via TWRP (Do not skip this or your system will reboot when using menu buttons within settings)
4. Enjoy the dark
Extra: If you want dark framework also, download a dark layers theme from Play store. I use the framework from a theme called Magpie.

*I know Layers is deprecated. I have not used the replacement app.

The basketbuild site link is 404. Do you have another? Thanks.

For themes, my best friends are Ninja Morph Pro and ZipSigner 2 (both in the market). I take elements i like from several themes, with some of my own changes to make a single theme. After making the changes, zip the folder from within your file manager, then use ZipSigner 2 to sign it. Change the signed zip file from .zip to .apk, then install like a regular app. Then just open Theme Chooser and apply the theme. Preview may not show. Just look at the number/theme name at the bottom.

First off.....what rom are you on? Stock TW, AOSP, etc?
Obviously if you are running a custom launcher like Apex or Nova you can just download theme packs from Play store and apply via launcher settings. If running stock TW or AOSP you can install Xposed framework from here: http://forum.xda-developers.com/showthread.php?t=1574401 Then get Icon Themer from here: http://forum.xda-developers.com/showthread.php?t=2246783 Then just download some icon packs from Play store and apply via Icon Themer.
i found this thread about icon set

Link to Theme Chooser APK Please!

Hey if someone could link me to theme chooser, that'd be awesome. I'm talking about the CM one. Also, what would be the necessary build.prop tweaks that would make it work?

I don't believe you would be able to get it to work without the CM framework and system files. It would take more than a simple build prop tweak to get it to work if at all. Unless you want to build CM from source you're only other option is to flash CM to use theme chooser.

You can extract the apk from a downloaded version of CM using 7zip if you really want the apk. You can install it but it won't do anything without the framework to support it. Some of the custom launchers have themes you can download from the playstore that might be an option for you if you want a new theme. I would browse in the theme section for advice.

Sorry I'm a noob but is there a way to incorporate the CM framework into my ROM? (Are you talking about framework-res.apk? If so, can I use that on the JWR ROMs?)

Its been over 2 years since I built or modified a ROM but its not as simple as just dragging and dropping framework-res and systemui versions you want into a ROM. There may be other custom ROM's out there with theme chooser if the dev used CM source to build his ROM but tehn why not just use CM? The easiest way I know of to theme a phone is to use a custom launcher and choose a theme off the play store or use an app like UCCW and again look for themes for it in the playstore. UCCW (ultimate custom clock widget) isn't the most user friendly app but it gets the job done. And make sure you back up your phone before making any changes using launchers or theme apps for if they modify systemui.apk or framework-res.apk in any way those changes can't be easily reversed. Always have a backup of your stock ROM.

How can I change my system font to Roboto Light?

If I need to root, that's fine. Is there an app in the Play store that will do this? I see quite a few Font Installer apps, but I know that not all of them work correctly on different phones and OEM rom's.
On my Nexus 4 I had a Roboto Light zip file that just told the system to use Roboto Light (as opposed to actually overwriting fonts). Can the same method be used on this phone?
Thanks!

I use Font installer by JRummy. Has tons of fonts to choose from. Have to be rooted. The weird thing about it is, that when you find a font u like, and install it, the phone will reboot, and the font will look the same as it was. You have to go into settings/display/font type, and if u look at roboto, it changes that one to the one u installed. Just choose roboto, and it will be the font u downloaded with the app....
Great, thanks! Is there an easy way to undo this if I want?

The app makes a backup of the stock font that can be restored .....

Hyperdrive Themes

So I have downloaded Themes from the hyperdrive hub (only two and if there are more somewhere I'd love for someoneto tell me) note how do I use said downloaded themes? I read faqs but nothing seems to mention it. Any help would be appreciated.

You will need to pick a theme by flashing the corresponding zip file via recovery.
