miui officially supports only his own mi devices.. all other devices are supperted by the porting team.. try to read some threads in the english miui forum and you'll figure out lots of information

You might be confused with the last number.
ZUI 31.102 was released in October, ZUI 3.1.117 got released on 22nd Nov 2017. There is a beta 3.5 (Oreo) released to closed beta groups too mate.

The Lenovo update matrix page is still indicating no plan for further update of Z2 Plus from present 7.0
This could very well be market specific and limited to Chinese ZUK branded users only.
