Nexus 9 for example is build by HTC and was designed by Google and HTC together. Pixel C is google-only. I think that is what they are trying to say.

No, its two separate statements.
1. First tablet with marshmallow
AND
2. Will receive updates directly from Google.

USB type c on Nexus 6P

I think that because Google is behind some of the tech choices (like all Nexus devices,) it will be USB 3.1. The Nexus devices have always been a way for Google to show what they think the next generation of Android phones should include.
USB C is a fantastic connector and is much better than the Micro B connector we have all gotten used to, but just switching the connector hopefully won't be good enough for Google. They'd be stupid not to take advantage of the newest USB standards and everything that comes with it.
So, my bet is on the 6P having USB 3.1.
i believe that the new nexus' will have the type c.. since marshmallow will support it .. and this is from google themselves

all of the leaks pretty much confirm USB C as a thing on the 6P and 5X. Im just hoping they are able to implement fast charging through them
In the leaked slides Google said it will have faster data transfer with USB Type-C so that implies its USB 3.1 but we will know for sure tomorrow
I'm about 99% sure it's just USB 2.0 Type C.
All of the accessory cables on google's store page are USB 2.0.

Possibilities of USB C on Nexus Devices?

We have seen that on Macbook air 1 USB type C port has been utilized not just for charging but also being used as display port as well using an external adapter.
Will Nexus 6P/5X have such functionality using an additional adapter or directly may be to connect to HDMI TVs or connect OTG drives?
No. Disabled.
OTG should work, HDMI will not. I'm interested to see if the Pixel C has HDMI enabled. I would expect it to.

It does, and Google even sell a C-HDMI adaptor for that (only listed in the 'works with Pixel' section, though - not the Nexus sections).

It's not "disabled", just N6P doesn't have USB Type-C 3.1.

In the Type-C spec (.zip found here http://www.usb.org/developers/docs/) it defines what pins and wires are used for what. In a Type-C port or cable there are 2 dedicated pins/wires for USB 2.0. For USB 3.1 communications there are dedicated shielded twisted pair wires used for high speed communication. To support Display Port/HDMI, the Type-C port switches the use of those high-speed data wires over to that kind of output. (I think they called this alternate mode.) Anyway, the Nexus devices only support the USB 2.0 mode. It is unclear to me which of these is the case, but it basically means that either the USB controller in the phone can't support it, or the physical pins in the port are missing to connect and use those high speed wires. (Or both.)
It is possible it is just disabled in software, but that doesn't quite make sense to me. Why include all the hardware you need to enable USB 3.1 speeds, HDMI output, and a slew of other features such as USB-PD... But simply choose not to enable them? Seems far more likely to me that the lower cost of the USB 2.0 only mode (less complex controller and port) were used instead.

This is a rumor, only mate 10 support PC mode. I had upgraded to emui 8 (C00)
Have you try connect to PC ? I still trying to find the connection cable to try it out.
Now that project treble is available on Mate 9, theoretically PC mode should also be available.

I don't see how Mate 9 could have a desktop mode, you need USB 3.0 to send video over USB, and the Mate 9 only supports 2.0 despite having a USB-C connector.
I bet the rumors came from useless journalists reading the EMUI 8 features list without even thinking about the required hardware when the only phones with that OS were the Mate 10 and 10 Pro, which do have USB 3.0.

I think that Mate 9 will not have desktop mode with Oreo, but you are wrong in one thing : it's not necessary usb 3.0 to send video over usb. A lot of phones can do it with usb 2.0. Almost all older Samsung phones, with USB 2.0 cand send video to the TV with a MHL wire ( and many others brands) .
PC mode
I noticed a reply from one person saying that the mate 9 lacked USB 3 support, however the Kirin 960 SoC DOES support USB 3, also his statement that video over USB required usb 3 is in error as MHL which provides for HDMI audio and video only requires USB 2. All you need for PC mode is a USB c to HDMI adapter and a Bluetooth keyboard/mouse combo. Basically turns it into a Chromebook with apps (some apps work good, others not so much). I wish people would bother to read the specs and do a little research before they post garbage and make themselves look like idiots.

The same benefit of having usb 3.0 over 2.0 on any kind pc.
I assume you ar using pc at home or work right?
Even better being 3.1 to take advantage more features like connect to 4K screen or TV natively whiteout any kind converter or adapter.
Or doing simultaneously both charging with fast charge speed and connection to monitor or TV.
Not to mention x4 the speed of transfer any kind files from phone to pc or the opposite.
