My phone keeps turning on WIFI whenever I turn it off. I've tried all the things that could cause it but they are not working

I have my home wifi connected, and set to 'turn off when screen off'. The problem is that my phone doesn't seem to connect back to wifi if the wake the phone up after some time. This never was an issue with Captivate. But with this, even using a widget to turn on wifi doesn't seem to work. I need to go through all the way to wifi settings through the settings app manually turn it off and on.
Anyone else facing this issue?
I'm not because I have it set to always stay on. When I know I'm not going to he using the wifi heavily or I simply don't need it, I turn it off.

Hi, I'm having an annoying problem with the hands free mode, in that it doesn't turn off automatically when it looses connection. It turns on S-Voice and enables hands free mode just fine when it establishes a connection to my car Bluetooth but I have to manually turn it off every time.
Surely if it can turn on automatically it can turn off that way too no?
Can't seem to find any help on the matter, every question I can find is either about how to stop hands free mode working at all or to make it turn on automatically, but nothing about turning it off.
I've just got an S6 E+ as a replacement for my note 4 and i can't get it to turn the wifi off with screen off. I've set it in advanced options which has no effect. I can't find the option for notifying about open networks in 6.0.1, thats the only thing i can think of. turned off everything in location settings to do with wifi. restricted most of my apps to power save. literally can't get it to turn off. Everytime i turn my screen back on the wifi symbol there already. My HTC thats running 6.0 always has the hsdpa symbol when you turn on the screen which then changes to wifi on reconnect.

Using Good Lock, I don't see any notification about WiFi calling being turned on. I didn't care until earlier today when I apparently lost WiFi calling for a while without knowing it (the phone didn't respond to incoming calls, and when I eventually tried I couldn't make an outgoing call, even though the phone had a strong WiFi connection). I force WiFi calling by turning on Airplane Mode, then re-enabling WiFi (which Airplane Mode initially turns off).
So it would be useful to have a WiFi Calling notification icon, which I seem to recall from before I started using Good Lock. Is there any way to keep Good Lock but get that notification icon back?
How do I stop it? I turn off wifi, but when I put the phone down for a few minutes, it automatically turns it back on. I want control of this, and not the phone.
Anyone?
