My ADT plugin is version 22. Screenshot shows version 18 for you. Have you tried updating the ADT plugin?
I have tried updating and it goes through but it stays at version 18. Can you please help?

When you go to (in eclipse) Help > Check for Updates, does the next window show any updates?

Ok, I just read where some people had to delete the android support library using SDK Manager and reinstall it. Have you tried that?

Maybe there are two different SDK installations on your computer. Check that.

Do you have Windows Media Player 10 or later installed (this is what originally brought support for MTP to Windows XP)?

Alternatively to even that, a newer version of Windows (Vista or higher) would also work, since MTP support was built in from the start.
