No, the stock settings app. i think it's called SecSettings.apk

im wondering if there is anyway to rip the eclair lockscreen and place it in a custom rom?
would this cause any problems and how would a person go about this?

Well, the answer shouldn't really matter, as you need to live with it, and noone else
So all I can tell you is to backup your data/apps, and try yourself
