What do you all need to able to start making roms? I'm looking into the slimkat Roms caused I used them in the past on my old lgog and samsung infuse.

Will verizons note 3 owners have to use odin to flash roms?
Flash back to stock, then yes or to root. To flash custom roms we need a bootloader work around or unlocked bootloader

Wish it was as easy to unlock as my old phone which is still pretty new (Galaxy Note 2) Adam outler made it very simple with his Creation of Casual one click. Thinking of returning my note 3 and going back to my note 2. Wish there was a DEV edition of the note 3.

Not everyone who roots flashes a ROM. I root so I can use battery saving apps that need root to force close some system apps. I use some apps that require root for a firewall or call blocking. Have you ever wanted to freeze pre-installed apps, or even delete then? This list goes on and on.

The Google Play Edition S4, will be getting the official 4.4 Kit Kat update this week or next, the same build as the Nexus 5.
But as far as a 4.4 Touchwiz ROM, those won't be out until after the new Galaxy S5 phone release in February.
The standard Galaxy S4, most people have, won't see 4.4 TW versions, until a month or two after the S5 is out.

AOSP ROM's should see 4.4 shortly after the 4.4 GPE update this month.

If I root it and use chainfires cf auto root or w.e thru Odin to install a recovery will he be good to go...will it unlock the bootloader or will I send it into a security error by flashing clockwork

You will most likely brick it. Use Hash code's safestrap in development section
With safestrap tho can't you only flash stock ROMs?

Correct, our VZW specific Note 3 has a locked bootloader so we can't modify it aside from the stock .tar file via Odin
You want to use this method to apply the MJE update before doing anything else
Then root via Kingo, have to google it
Then install Safestrap, open it, select install recovery
Profit

If he wants the full root experience, at this time his best option might be to return the phone for something else if he is within his 14-day period.
I'm not sure what else though ... The N3 is a great device. My understanding is that the camera on the HTC One isn't great, and I'm not sure what the root situation on the LG device is, nor how much developer love it will get over time.
Maybe he should leave Big Red for a different carrier... making sure they know exactly why on the way out the door.

Running Beans Build 6 with a custom launcher with Wanam Xposed Framework mods and it's not bad at all. I'm sure he'd be happy with that.
