[Q] Access Regional Carrier Menu - Galaxy Note 3 Q&A, Help & Troubleshooting

I know I'm breaking the cardinal rule of posting in the wrong forum but many of you have been such a great help with my Note 3 and are knowledgeable on Samsung products in general, I thought I would cross post. With the Note 3, you can access the "Regional Carrier" settings using the following code:
*#272*[IMEI]# (that is *#272*(your IMEI number)#)
When this menu is accessed, it shows all the carriers (using 3 letter code) which the phone can be set to. Assuming your device is unlocked and the inserted SIM is from the carrier you're switching to, upon reboot, the phone is provisioned for that specific carrier (APN settings, carrier specific apps, network settings etc...).
This is a great feature but I'm wondering how you access this menu on the Samsung Galaxy S4 device. The model I'm using is the M919V model from WIND Mobile (Canadian variant).
Any help would be appreciated. Thank you!

Unlike the Note 3, the CSC (Consumer Software Customization) otherwise known as the Regional Carrier menu is a hidden menu within the Samsung Device model lineup. This menu will show a listing of scripts in the phone, depicted by a 3 letter code and specific to the carriers which can be preloaded on your device. If your device is unlocked and you wish to use it with one of the specified carriers, you can insert your carrier specific SIM, access this menu and "INSTALL" the specific configured script for that carrier. The question is always asked... "What is the benefit?".
Answer: With smartphones, they are mini computers and not just your typical "telephone". As such, you have multiple settings which vary among carriers. As such, by configuring your device to be carrier specific, it will modify specific settings which are proprietary to that specific carrier. As an example, it will modify the APN details, update your network settings to reflect access to specific modems such as 3G, 4G, HSPA+ and LTE and will also brand the device with specific apps which have been preloaded and configured for that specific carrier such as a "My Account" app. These are just some of the things to name a few which implementation of the proper CSC settings will provide.
Samsung realized that tech savvy people have figured out how to access these menus and this has resulted in fixes implemented in OTA updates to hinder people from being able to do this. As such, you cannot use the typical dialpad entry to gain access to the menu but do have the ability through ROOTING your device. Unfortunately, a ROOT will most likely "void" your warranty so it's at the discretion of the "end user" whether or not the warranty is important.

APN lookup based on SIM

Can someone explain on a technical level the process a modern smartphone goes through to establish the APN for a particular SIM? Does the SIM contain any information about the APN itself? I would prefer not to prejudice the explanation beyond those questions.

AFAIK, vendors include a database of service providers and their associated APNs in the firmware. Once service provider is identified based on SIM (IMSI) and country/network code (MCC/MNC), connection parameters are configured based on the contents of the database.

[Q] URL access denied due to local filter list configuration

I have an HD2 (australian -Telstra NextG) 1.72.841.0 WWE Rom.
Works fine with the Telstra Sim and Data access is fine.
I'm setting up with an alternate sim - "Roaming Sim" (Sim with UK based number and data) so I can ease the roaming costs when I travel outside Australia.
New Sim works fine on voice calls, but there is a block when I try to access data.

Request denied, as specified in the local filter list configuration.

Data connection is fine with the Telstra Sim, but with the alternate sim and settings the above block stops any data access.

who is the sim with in the uk?
Settings -> All Settings -> Connections -> Connections -> Advanced -> Select Networks -> Edit (if you already have the details) or New (if you don't) for the data connection for the SIM. Make sure that all the settings are correct for the new SIM (you can easily find them with a search of the internet).

The sim is marketed under the name "Roaming Sim" - for international travel - I believe it is an Irish based company, but the number is +44 prefix so a UK based number.
Their help desk was not very helpful "there is money in your account so things should work properly" and "no-one here has a HTC HD2, so we don't know what to suggest".

Thanks for the trail of where to change the settings - I've set the sim up as per their meager info and I've checked their web site for any info on the problem I'm having - nothing specific to assist there.
On a web search I found mention of a similar error message related to PCs and it was pointing to Proxy setting issues, but there are no Proxy Setting in Cellular Line (GPRS) setup (in setting up the APN for this sim).
I've also done a google of the exact error message in quotes and come up with no listings, hence me coming to the gurus at xda.

No I've checked that with supplier and Data is enabled with the sim.
I've contacted the Australian supplier of the sim and I'm waiting on their tech guru to phone me to try and work through the problem. I'll post if/when I get some resolution.
But don't let that stop you guys from having a go - so far the sim supplier's technical assistance has been very pleasant, but less than actually helpful at resolving the problem.

ok made sure you got the correct internet settings in the phone?
Thanks for the assistance - I have discovered the problem - it was me (obviously).
When I set up the New Network Settings I did not select Proxy settings and therefore did not check "This network connects to the internet".
If you do this (as above) then save - you can't come back to fix the error because you are not offered the Proxy Settings tab if the box wasn't checked on setup.
I've now set up a New network setting, (with Proxy- This network - checked) and I can now access data and URLs.

[Q] Galaxy S4 GT-I9505 MCC MNC White list?

Guys
I am wondering if anyone knows if Samsung has MCC/MNC whitelist in these phones limiting to these networks only (Like Apple do)? I have the issue where we are building a private LTE network and it seems that this phone does not want to accept our MCC.MNC. I have the international version so it's definitely not network locked and i have tried a few of the main operator SIM cards and it works. I have read all the other related thread on the subject but found no answers.
So does anyone know if Samsung is doing this and is there a way to change this list in the phone if it exists?

Help with settings for unlocked SM-N900R4 US Cellular Note 3 for T-mobile

I have unlocked my US Cellular SM-N900R4 on Lilipop, and am now trying to get it working on T-mobile. After the local USC store unlocked it, I added an APN editor from the Playstore, and now have the data working for the LTE connection. The problem that i am having is that it gives a 'no Sim or Sim Error' when trying to place calls, probably due to the network setting not allowing me to select GSM / LTE network option. The only 2 options for network selection LET / CDMA or CDMA.
The following thread was for unlocking a Sprint G2 for Tmobile, but gave some good info but the apps just wornt work on my Note 3 on lilipop.

The radio switcher app crashes, as well as the other ones that i saw on the PlayStore, so i cant select a GSM option
I was able to install an APN app to get the data working, so now i just need to get the voice / calls working. I was able to install the Rom Toolbox Lite app from the store, but there is no
ro.carrier=???
ro.build.target_operator=???
available from the build properties. Instead there are CDMA operator values for US Cellular and the 310??? value for US Celllar. Should i change this value to 'None'? IF so, what is the decimal value for the 'None' carrier option?
Can anyone give me some suggestions? are these apps specific to the Sprint G2 or to the android version? Is there a custom rom that might enable these settings?

How To Manually FORCE Input AT&T APN Settings into Samsung Galaxy Note 3 Without SIM Present

How can the APN settings be Manually FORCED into A Samsung Galaxy Note 3 Without SIM Present?
Got this older Note3 (a Canadian version) for Geo Location Internet based website experimentation.
There are some sites that not only can access the IP of a phone for location, but I have found some sites and their APPS that will NOT work unless they have access to the carrier info in order to thwart any VPN attempts.
Removing a local SIM will not remove the current or Baked in APN Carrier settings, so that will not work.
I am looking for a way to Force install basic New Carrier APN Settings without having to purchase or get a particular Sim, in order to make the APN and IP Locations the same.
I have searched and YT and Google and this site as much as I know how and found nothing.
I AM able to access the settings and input new ones.. BUT upon going back to select Which operator ALL The NEW Name and APN Settings do not show up at all.
Here is a YT vid on it.. BUT the last step clicking back clears everything and keeps the old carrier and does not add a second.
Here is the BEST guide with ALL Carrier settings BUT still no joy in the setting staying.

Long ago that I had the hlte-version of S3 Note but I think there is still some action...
PS: Was there even a canadian version (as in different hardware)?
