Your title is misleading! This is not a scam as you've indicated but a user error due to you resetting the device. You have done a factory reset on the device thereby clearing all the cache and resetting the Google Play Store App. To restore, it should be straight forward but if not, there's a glitch which should easily be resolved. If you still have issues after following these steps, let us know and we'll assist where possible:
Can't find previously purchased or downloaded apps
If you can't find an app on your My Apps page that you previously purchased, or you're being asked to purchase an app that you already bought on Google Play, make sure that you're signed in to the same account as the one you used when making your purchase.
Check which account you're signed in to when using your mobile device
Open the Google Play Store Google Play Store app.
Touch Menu > Settings (depending on your device, your Menu icon may look different.
Locate the account listed under Account.
To change which account you’re using, touch the Account field to use or add a different account.
Check which account you're signed in to when using your computer
Visit play.google.com. - link: https://play.google.com/apps
If you’re already signed in to a Google Account, your email address is displayed near the top of the screen.
If you aren’t signed in to a Google Account, a Sign in button is displayed.
To change which account you’re using, click your email address or the Sign in button to use or add a different account.
While purchases can’t be transferred between Google Accounts, you can install apps that were purchased using a different account by signing in to your Google Play Store app using the associated account, then reinstalling the apps on your device.

I mean restore purchases made inside the apps not from the Playstore.

If you have completed an in-app purchase, this information should still be listed under the "My App" section in the Google Play Store as a subscription. You should be able to restore this but if not, you must contact the application vendor and advise you did a factory reset which wiped out your in-app purchases. I'm assuming they would be able to run some type of API to restore the in-app purchases but cannot comment since I have yet to encounter this problem myself.

Paid apps on new Gmail account

I've searched a few times and can't really find much on this, but I'm about to root my G1 (the T-Mobile version) and that means fully wiping it. I've got a few apps including open home and SNesoid on there that are paid for and linked to a gmail account I'm wanting to get rid of. When I reinstall everything on the phone I want to use a fresh gmail account with a new user name but I'm not sure how I would get those paid apps transferred to that account. Anyone know of a way to do this?

Well there is no way you can get them from the market back because thats all linked to your account and with a new account you would have to buy them again. Make backups of all your apk's and for the protected ones pull them using adb.
If I am correct, all you have to do is "relink your market account to your "credit card" info and it should be there. :]

Technically the credit card is on your google checkout account, not your gmail account. And as long as you've paid for an app (and not refunded it) you should be able to get updates for it on that google account as long as the developer provides them.

It's likely that when you attempt to redownload an app you had previously purchased but uninstalled that the market backend parses your google checkout account for a record of having purchased an app. Since there's no way currently to remove checkout from a Google account, there's probably no way you could get into a situation where your checkout history became unaccessible for the market backend.
Of course until someone has any actual experience in this matter, all I wrote above is just an educated guess.
I just flashed a new ROM and configurated it with my Google Apps Account.
Then I went to Market and searched for a app I had bought with my normal Google Account which is connected to Checkout.
Market asked me for a gmail Account because the Apps account does not work for buying at the Market and I entered the GMail account informations and still had to buy the app I still have bought before?!
How can I tell Market to show me the apps I still have bought? And yes, I bought it with the same credit card, I did not make any change at checkout
I would contact the developer of said app and explain the situation and provide your info and see if he will honor it. I don't see where a dev would have a problem sending you an apk providing you proved that you purchased it.

Multiple Google Accounts question

I signed out of a Google Account after adding another one, and it kept all my paid apps etc. Is there some downfall to this, or is this an easy way to share my apps with my family? Thanks!

I have 4 Google accounts on mine I generally only use 1 for purchasing apps but occasionally accidentally use a different one. You don't 'lose' apps by changing account.
Once you've downloaded an app, it is possible to take the APK and install it on another device. Some apps phone home though and may call you out on this approach!
All apps you get from the play store are linked to the account and devices you were signed into when you got them. Many paid apps check for the linked account when they run out update to prevent you sharing them.
If you have the same account on multiple devices you can share, I do between my phone and my tablet, but my wife for example has her own accounts and own paid apps.
I don't want someone else with my Gmail account on their device. Mine is setup with 2 factor authentication anyway which requires a code which is sent via SMS to me to compete for extra security.
If you use your pc and log into the play store on the web you can see what apps are associated with that account and which devices they were loaded on.

[Q] Android Device Manager

I left my Nexus 7 in the airport. Once I discovered I left it I changed my Google password.
I have been checking the Android Device Manager daily to see if it registers on the service. It has not. Today when I checked ADM it is not listed as an option to search for anymore.
I went to Google Play and it is still listed there as one of my devices.
Does this mean that someone has logged on to a different google account with it. Is there someway I can still track it?

More info from Google on ADM. Once someone logs out of a Google account on your device it is not able to be found again within Google's systems. This is complete BS but it's their position.

I think so.... You can manage your accounts in the Settings... Think that someone has turned off WiFi or (if you have) 3G and then deleted your account and registered with his or completely wiped your N7. Tracking could be difficult if no software is installed like AVG Anit Virus that had a tracking option. But if he has wiped your N7 to factory reset I don't see a chance to get it back....

Change store location

Hi,
I have tried every method I could find (use a VPN, clear the playstore's data & cache, provide a UK address+credit card) but nothing worked. So is there a way to really change the country of the store regardless of where I am or is it locked to the country I am in.

You need to have a payment method registered with a billing address located in that country in order to access that country's Play Store.
You could try this if you have not already done it search update google wallet it should be the top 1 or 2 returned results
1) Sign into your Google Wallet account and click payment methods
2) Add the new card and the UK billing address, change your default payment card to the new one save the changes and log out.
3) Open the Play Store App and go to any app that requires you to buy it
4) Install to begin download until you reach the "Accept and buy" screen but don’t complete the purchase at this point
5) Close the Play Store App and go to Settings > Applications > Application Manager and clear the data for the Google Play Store App
6) Re-open the Play Store,
You should now be in the Play Store that matches your default payment credit card country

Followed the steps but unfortunately this method didn't work either. I even went ahead and bought an app to see if that would change anything and even though the price of that app was sanctioned in £ the rest of the store and its content was still locked to the country I'm in (Morocco).
I think either google/samsung changed the way they locate the phone or the rom I'm using (XtreStoLite) changes something related to the store.

Family Link problem: No more google account linked to the phone

I installed and then tried to uninstalled Google's family link on my android phone. Somehow do not know what I did, I got problems as google account on this device was removed from the phone.
So now my device did not have an google account. There is no way to add an google account (or sign in to play store). Every time I try to add an account or sign in play store, it quickly goes back to the previous screen. it seems that the phone is stuck in a loop in the family link which disable my administrative right of adding an account on this device.
Then in family link app (Family Link for Children & Teens) it asks to choose a device to supervise. When I choose this device, this says "There are no google accounts on this device. To supervise an account, add it to this device" But when i click on "Add account", it also quickly goes back to this same screen and noway would I be able to add an account.
But i could not uninstall the family link for Children & Teens either. It gives me the error message that "this app is required by your device administrator and can't be uninstalled".
But from another device where my family link for Parents, this device has been removed. so I would not be able to control this device from the parent account either.
it seems that the administrative right for this device is still controlled, but as this device has not google account and it has been removed from family link for Parents, it become an organ device and we are not able to do anything on it.
Now totally got stuck. I was thinking to try to factory reset the phone but it was disabled as "it is controlled by admin". But nowhere can I find the admin.
Do not know if anyone face the same issue with the family link app and what should I do?
