I changed from stock to Glazed JB and but did not have youtube on it and the one from the market is not the same

Tablet UI ?

Are there any custom roms that have true tablet UI. I've tried three or 4 different ones and there all the scrappy stock UI

Have you also tried changing the DPI to 160 in build.prop and changing settings/system/font size to make text readable?

Have you tried Paranoid Android? It allows complete customization of UI's for different apps including system UI. It's not a tablet mode ROM but it allows you to put systemUI in Tablet UI. Read up on it in Original Development. Version 2.0 should come out soon so if you are interested, I'd just wait for it to be released.

So I got phandroid it's awesome but is there a way to get quick dock to go away and have the app drawer icon in the upper right hand corner, or am I missing something?

apex launcher from the store works its the only way i've found so far it's also good for lots of other tweaks

So far I have tried a few ROMs but they crash when I alter the DPI to 160 ... CM10 works great but the WiFi is very very slow for some reason so I went back to stock... Looking forward to the communities input....

When I used paranoid I could set the DPI in the system settings but when I downloaded from the app store the apps ran in phone mode for example the BBC news app ! Maybe it was something I missed any help would be appreciated

On paranoid android you can set the layout for any app
Go to settings/paranoid settings/apps and change it from there

I'm using PA 2.99 beta 5.1 (aosp 4.2.1 base) and it's pretty good. I would wait until they go stable with 3.0 and flash then. It should be stable within a week or so. I would also suggest m-kernel+ a16 for a kernel.

What's a rom that's pretty close to stock but has performance options built into the launcher and has an option to show weather on lockscreen.

Umm, you can get chronus clock for any ROM. I've never seen a launcher with built in performance settings. I have seen a settings.apk with built in performance. But it was built into CM and ROMs based on CM.

No, not yet for the official AOKP rom (about for un different wallpaper for the lockscreen). Others rom AOKP based like Vanilla Rootbox can.

You CAN do that but simply not with the stock locksreen. On Custom ROMs it is more like a basic change in lockscreen.
You can use a Locker app as WidgetLocker or LockBot etc.etc.
Solution
On stock ROM you can but you just need to be rooted and xposed framework to be installed on your device! Try xbalst tools which is an amazing module available for download for free in the xposed framework and there are a number of options available in xlocky option in Xblast tools!
Xposed gravitybox module offers this.
