I wrote a tool that makes creating cabs pretty easy. Take a look here and see if it does what you want:

in addition to laser21 Thread . I Made a Red and Blue theme as requested..
Copy the files inside the Zip file to your phones \windows folder..
BE AWARE; this will replace the original skin
Feel free to use them in your Themes...

just Copy the files to your windows folder on the phone, but be Aware it overwrites the green skin
The red one is really nice, but too bad it doesnt change all the green colors. Would you be able to fix that too? (would be registry settings i guess...?)

If I may and can, can you please make one orange/goldish buttons so that it can be used with the Sprint theme, which can be found here:

Too bad the OP did not found the solution to replace the remaining green back grounds. I used the Red skin for a time and was looking forward to find an update.

How do you update the files in the windows folder, tried with file explorer but access was denied, probably because they are being used and could not see the window folder via active sync?

This MIGHT be good looking with the V2 Gold theme... otherwise it will look rather funny hehe
i know its very simple to make icons transperent...but i just made default windows 6.5 icons transprent for my rom...so thought if anyone would want(ready to cook icons in their roms)....
so i m just posting it here and sharing with u....

I am having issues running edited dll files on my standard rom. No matter what i do, i cannot use files that i have edited. They work just fine on custom roms. However i can run other modded files like Brians taskbar. Can some please sign the attached file and re attach ?.

NilsP, thank you it worked..However it does not solve my problem. can you please do one more thing for me as i experiment a little. I have attached 2 more files for signing. It would be great if you can do those.
Also can you attached the tool and the certs you are using to sign them please. For the life of me i get not understand why it does not work for me....I have done all the research and followed the correct process but no cigar so far...thanks for your help.

ok, what have you done with those jpegs? where have you placed them?
Got to this thread cause I am no expert, I know basics about it.
HERE you find also information, HOW to do it
You have to use .png as file format not .jpg
Edit: also you have to name the part folders without the space in between. Yours is "part 0" and it has to be "part0"
Edit2: also your zip file is compressed. You have to set compression method to store.
