Here is the current version of the Singapore Generic ROM ready for flash.

I was Descrypt Files and Bundle Creation by Flashtool. Used winrar to zip file. Tested by Me.

It is true that the singapore version of the firmware uses less radio power ?
I heard that in Singapore there are a lot of antenas, and the mobile phone signal power is lower.

Which is from iragon? This one? and is this the generic or pre-rooted file?
PS: It's highly recommand to flash the unrooted .145 SG tft ( [ROM] LT15i_3.0.1.A.0.145 - Singapore Generic Firmware by iragon) via flashtool and flash this rooted images becuase the Baseband version was updated.
Just want to clarify that we have to flash 2 times, correct.

I have an Italian N7100 and flashed over the France kit kat firmware (N7100XXUFND3) via odin, when it was first released.
Now, the new f/w is not available when checking for updates from my phone (not rooted). It says "latest updates already installed".
Shouldn't I get an update (N7100XXUFNE1) taken into consideration that my phone currently has the previous XEF f/w ?

Not if the CSC doesn't match the country your FW is for.
I am in a similar situation, I live in Italy and I have a Note II from Germany (DBT), Kies would always automatically alert me of new firmwares and download them for me (even though my Note is rooted), now that I have flashed a French FW Kies doesn't do that anymore (it would if I changed the CSC to France but that would wipe the Note so I am obviously not doing that).
The onboard FOTA SW (for you that are not rooted) works exactly like Kies, the CSC must match the FW or it wouldn't see new updates.
No big deal really...
Simply download the French update and flash it via Odin (which is what I am doing right now), it's a Kies FW so it will not wipe the Note.

Nope, that's just the FW, the Country Sale Code of your Italian Note II is ITV (unless you bought it from a carrier, then it would have a different CSC for each one of them, and each of them would receive only its own updates).
You used to be able to check and change it by inputting *#272*Phone’s IMEI Here# in the dialer but I don't think that works anymore. there are now apps that do that (remember that changing it will wipe the smartphone).
Try *#1234# instead and see what it shows.

That's still just the FW. Apps like this one https://play.google.com/store/apps/details?id=org.vndnguyen.phoneinfo should show your smartphone's (not the FW's) Country Sale Code (and allow to change it, and you need root too).
I have xxund3 firmware right now and I tried to flash this new firmware using Mobile Odin but I can't do it because mobile odin doesn't reboot my phone to load the firmware. I didn't want to use odin cause I've got mj5 bootloader and don't want to lose it. Anyone have a problem with Mobile Odin?

Ye MobilOdin cant reboot on some devices with custom rom.
You can still flash a revovery via MobilOdin and manuell reebot the phone.
Then flash a different rom via recovery (like a stock deodexed one)
Then use MobilOdin to flash N7100XXUFNE1.

I've got stock prerooted ND3 with Philz recovery.
What file in the archive is for bootloader, so maybe I will try to delete it and flash thru PC odin?

Hello i bought my SGN3 wit XEH csc code. I wanted change it on XEO, but i install bad singapore XSP firmware on my phone it is only in english i need czech language.... .... firmware was from sammobile... i try get old firmware to device and now when i turn on mobile - no sound and no signal... i can´t connect to network.... please need help...

Have you tried to put back XSP Singapore firmware ?
AFAIK, you can't flash back your old firmware, because your bootloader has been upgraded to NE4 bootloader (comes with XSP Singapore firmware).
Therefore, you can only wait for NE4 or newer firmware for your region.

Agreed, OP can only wait for a NE4 firmware, but you could try to install morelocal2

I would advise you to first go to About>>Software Update and check if their is any official firmware for your phone. If there isn't, then proceed to rooting your phone through ODIN and then select your favorite rom from XDA forums and flash it! WELCOME TO XDA ROOTED USERS GROUP!
And yeah, you may flash Official firmware but not from other carriers because they have different hardware dependencies.

I forgot to mention that I am already rooted! The only reason why I need to update to the latest version is because my data speeds are terrible. Hopefully, the latest update will fix it.

Bro.... if you're already rooted, then you will no longer be able to flash official OTA updaates that are provided by your carrier. BETTER look out for custom roms.....

BTU firmware are on phones that come directly from Samsung (unbranded)
XEU firmware are on Sim Free handsets that are generic (unbranded) but not from Samsung
VIR firmware are on phones that come from Virgin mobile.
