How can i add a custom color theme to my device ... you know the ones in "Start>Settings>Today"

Hi my friends,
I have lots of themes, and I'm kindly asking your support to guide me to a Software which I can change my magician theme "Just by taping on an icon on my desktop" better than going to "Today" and choose another theme. !!
I believe there was a programe named "Theme Changer", but i lost it and couldn't find it again.
Please, can you guide me.

I've tried different themes and the same thing, I do not change the buttons or the color (orange) highlighted on the screenshot (screenshooter.net/data/uploads/bp/vm/ehvi.jpg). My rom is MIUI 1.9.16. Please help. Thanks in advance.
